The focus by president Obama on the Asis-Pacific region recognisers the emmergence of China in the region and the potential to change the geo-political and economic outlook in the region. The initative of a free trade zone also recognisers the economic opportunities to grow the region and in so doing create an influential block of nations in terms of the world trade organisation. Political leverage that sends a message to the WTO that bilateral trade agreements may well result in questions about the usefullness of the WTO.
