Guantanamo mess yet to be sorted

Amy Zegart, author of two books examining the organisational weaknesses of the US intelligence community, says that the set of procedures and systems set up at Guantanamo Bay after the September 11 terrorist attacks were made "on the fly" and that the situation is far from resolved. Amy Zegart is in Australia as a guest of the US Studies Centre.
