In this interview, professor Geoffrey Garrett provides commentary on President Obama's Oval Office speech marking the end of combat troop deployment in Iraq. Garrett notes that there was none of the Bush triumphalism in what was a sober speech from a leader in the midst of significant economic and military challenges.
